The European Parliament has given the green light to the new European Commission, ending an eight month hiatus in the governance of the union at the height of the economic crisis.
European Commission president Jose Manuel Barroso and his 26-member college received 488 votes in favour, 137 against while 72 MEPs abstained.
The centre-right European People's Party (EPP), the largest group in the parliament, and the Liberal group pledged their support for Mr Barroso and his team ahead of the ballot. The Socialists, after some internal debate, also said they would vote in favour.
The Greens and the far left voted against while the anti-federalist ECR - citing democracy grounds - abstained.
Prior to the vote, the centre-right Portuguese politician said his team "has new ideas and experiences" and reflects a "broad range of views."
He called on European politicians to move away from the "intellectual glamour" of pessimism and instead made a plea for "boldness."
The commission's main goals of the next five years will be: to help EU countries to put the economic crisis behind them, to take the global lead on climate change and to make Europe more energy efficient, said Mr Barroso.
Referring to the dire straits of the European Union's economy, the commission president said economic co-ordination should be reinforced adding: "We should have a real economic union."
He promised that Olli Rehn, the commissioner in charge of economic and monetary affairs, would use the powers in the new Lisbon Treaty - allowing the commission to issue warnings and policy recommendations to member states falling back on economic targets - to "develop this line."
In the lengthy debate ahead of the vote, Mr Barroso came under fire from several euro-deputies. Martin Schulz, the leader of the socialists, accused the commission chief of being too presidential in style and suggested the commission was "market-obsessed," while ignoring social issues.
Green leader Daniel Cohn Bendit called his fellow deputies from the larger political groups "hypocrites" for feeling lukewarm about Mr Barroso and his team but casting a favourable vote anyway.
Gesticulating animatedly, the French MEP said most of the new team did not show any "determination" or "vision" and concluded that Europe is "not up to" dealing with the economic, financial and ecological problems it faces.
While the new college - with 14 returning faces - failed to produce great enthusiasm among MEPs across the political spectrum, deputies by and large declined to single out individual commissioners for criticism.
The main exception was the EU's foreign policy chief Catherine Ashton. The Briton, in the job since 1 December, attracted opprobrium from several MEPs for not coming forward with new ideas and for, so far, failing to put her stamp on the new post.
EPP chief Joseph Daul said: "From Haiti to Iran, from Afghanistan to Yemen, from Cuba to transatlantic relations, the European voice has not, to date, met our expectations." "We expect more from a High Representative than we have seen until now," said Liberal leader Guy Verhofstadt.
The parliament's vote frees the commission to start work on Wednesday one day ahead of an extraordinary meeting of EU leaders to discuss the economic crisis.
The commission's leadership has been a topic, to a greater and lesser extent, in Brussels since the June European elections.
A delay in re-electing Mr Barroso as president and then delays in the coming into force of the new Lisbon Treaty meant the commission has been in caretaker status since November and has been distracted since last summer.
EP gets foothold law-making
MEPs on Tuesday also voted strongly in favour of a set of principles governing future relations between the commission and the European Parliament.
The resolution, the content of which is to be enshrined in a formal agreement later this year, strengthens parliament legislative initiative rights, enhances its role international agreements and opens the door to it forcing the resignation of individual commissioners.

Corsi quotes Lord Christopher Monckton as telling a Minnesota Free Market Institute audience at Bethel University in St. Paul, “Your president will sign it. Most of the Third World countries will sign it, because they think they’re going to get money out of it. Most of the left-wing regimes from the European Union will rubber stamp it. Virtually nobody won’t sign it.”
Corsi quotes Monckton as also saying, “I read that treaty and what it says is this: that a world government is going to be created. The word ‘government’ actually appears as the first of three purposes of the new entity.”
My research of the Climate Change document that Monckton references found the following: it is a 181-page working document that does not mention the words “ballot,” “elected official,” or “vote” anywhere in it. In my opinion, Lord Monckton did not exaggerate; if anything, he may have understated the situation. The document does indeed appear to be the institutional framework for an unelected supreme communist-style world government.
By signing this document, the United States (and other industrial nations) will forever take responsibility for the ills of backwards and third world countries. And, according to Lord Monckton, this would include China and India, along with the countries of Africa. Notice:

The commitments of the developed countries are “economy wide.” Page 58, “7. (a) Mitigation commitments by all developed countries are legally binding economy wide and absolute quantified emission reduction commitments.”
“(b) Mitigation actions by developing countries are VOLUNTARY . . .” (Emphasis added.)
The system appears to be loaded to ensure that the world body overseeing this document is granted total control for the enforcement of the requirements of this document throughout all developed countries. Penalties for non-compliance by developed countries are scattered throughout the document.
It appears that what a U.S. President and Congress (Republican or Democratic) could not do through the constitutional legislative process, they are attempting to do through international treaty. Therefore, it is my studied opinion that Lord Monckton’s assessment that this upcoming Climate Change Convention in Copenhagen is a “pretext” for the establishment of one world government is “spot-on.”
It does seem to be getting clearer and clearer that if the elected civil magistrates in Washington, D.C., do not quickly grow some backbone and develop some sagacity as to the direction these globalists are taking our country, resistance will be forced (in one way or another) upon the States and the People, because it is not possible for the policies and financial burden that are–and will be–levied upon the backs of the American people to be sustained without the surrender of independence, the abridgment of constitutional government, and the loss of liberty. Many of us recall that worried warning from the nervous rabbit, or the later Chicken Little version, in the stories from our youth. That same message is being sounded again by the likes of Al Gore with his movie "An Inconvenient Truth."
The movie purportedly shows the ecological and environmental damages being done to our planet by us humans. Gore has now won the Nobel Peace Prize.
Dare to differ Some, however, would dare to differ with the former vice president on shrinking Himalayan glaciers, the snowcap on Mt. Kilimanjaro, the expanding African desert and the meltdown of the Greenland and Antarctic ice sheets.
Many of them are learned people, such as James Taylor, senior fellow for environment policy at the Heartland Institute, who claims Gore distorts science and ignores data that defies his theory of global warming. So, what's up? This is the same guy who supposedly invented the Internet a few years back.
Some environmentalists, such as Britain's Prince Phillip, formerly the president of the World Wildlife Fund, are showing us the hidden hand behind the eco-environmental movement.
When asked what he would be were he to be reincarnated, he said he would wish to return as "a killer virus to lower human population levels." Unfortunately, as a longtime proponent of population control, he was not kidding.
To find out about the "Greens," we have to pay attention to what those who purport to be its leaders are saying. Does this movement to save the planet have another, darker agenda such as population control?
Everyone wants clean air and water. Everyone is for not trashing our planet. Not everyone, however, is of the extreme opinion that in order to accomplish these things, we must drastically reduce human population levels.

Mikhail Gorbachev, former Russian president, founder of the Gorbachev Foundation and head of Green Cross International, claims the environment crisis is the cornerstone of the new world order. He is also co-author, along with Steven Rockefeller, of the United Nations Earth Charter.

The Earth Charter is a kind of environmental Ten Commandments intended to become a universally adopted creed that will prepare the world's children to accept the necessity of world government to save the planet.
At Gorbachev's State of the World Forum in 1995, philosopher and author Sam Keen told the gathering elites that the ecological crisis is the population crisis, while urging them to promote sexuality, contraception and abortion.
He further suggested, "Cut the population by 90 percent and there aren't enough people left to do a great deal of ecological damage. Scary, isn't it? And who decides on the 10 percent who get to stay?
Jacques Costeau
Consider oceanographer Jacques Costeau's article in a United Nations 1991 UNESCO Courier, whereby he called for the elimination of 350,000 people per day in order to "stabilize world population." These people are serious. What lengths will they go to in order to accomplish their goal?
Experts publishing dissenting views to global warming and the facts verifying their views get no media attention.

Paul Erhlich's hysterical "Population Bomb" was a success in sales but a failure with the crystal ball. His predictions of global famine and millions of starving people were all wrong. Yet, his way of solving all these ills was all too familiar -- "population control is the answer."
Joseph D'Alea, director of meteorology for the Weather Channel, claims that "we are responsible for just .001 percent of this atmosphere." If the atmosphere was a 100-story building, our anthropogenic (generated by man) CO2 contribution today would be equivalent to the linoleum on the first floor.
Straight talk
Fred Singer
We get some straight talk from S. Fred Singer, a climate physicist, who co-wrote the book "Unstoppable Global Warming: Every 1500 Years." In it he writes "We've had greenhouse theory with no evidence to support it -- except for a moderate warming turned into a scare by computer models whose results have never been verified with real world events."
Samantha Smith, author of the 1993 book "Goddess Earth," writes that world socialism is the primary goal of the environmental movement and to achieve it, "independent Americans have to be scared, as well as shamed into conforming to an international agenda calling for Earth stewardship, simple lifestyle and the redistribution of the world's wealth."
Look closely behind the environmental scare and at things like war, famine, abortion and euthanasia. Are your children being schooled on the Earth Charter?
Is the sky really falling? Is global warming "an inconvenient truth" or a convenient lie and the newest version of Chicken Little readying us for a Godless "new world order?"
Perhaps a more suitable name for Gore's film might be "Crouching Tiger, Hidden Dragon."
Barack Obama will be in charge of the biggest domestic and international spying operation in history. Its prime engine is the National Security Agency (NSA)—located and guarded at Fort Meade, Maryland, about 10 miles northeast of Washington, D.C. A brief glimpse of its ever-expanding capacity was provided on October 26 by The Baltimore Sun's national security correspondent, David Wood: "The NSA's colossal Cray supercomputer, code-named the 'Black Widow,' scans millions of domestic and international phone calls and e-mails every hour. . . . The Black Widow, performing hundreds of trillions of calculations per second, searches through and reassembles key words and patterns, across many languages." In July, George W. Bush signed into law the FISA Amendments Act of 2008, which gives the NSA even more power to look for patterns that suggest terrorism links in Americans' telephone and Internet communications.
The ACLU immediately filed a lawsuit on free speech and privacy grounds. The new Bush law provides farcical judicial supervision over the NSA and other government trackers and databasers. Although Senator Barack Obama voted for this law, dig this from the ACLU: "The government is now permitted to conduct intrusive surveillance without ever telling a court who it intends to spy on, what phone lines and e-mail addresses it intends to monitor, where its surveillance targets are located, why it's conducting the surveillance or whether it suspects any party to the communication of wrongdoing."
This gives the word "dragnet" an especially chilling new meaning.
The ACLU's Jameel Jaffer, director of its National Security Project, adds that the new statute, warming the cold hearts of the NSA, "implicates all kinds of communications that have nothing to do with terrorism or criminal activity of any kind."
Why did Obama vote for this eye-that-never-blinks? He's a bright, informed guy, but he wasn't yet the President-Elect. The cool pragmatist wanted to indicate he wasn't radically unmindful of national security—and that his previous vow to filibuster such a bill may have been a lapse in judgment. It was.
What particularly outraged civil libertarians across the political divide was that the FISA Amendments Act gave immunity to the telecommunications corporations—which, for seven years, have been a vital part of the Bush administration's secret wiretapping program—thereby dismissing the many court cases brought by citizens suing those companies for violating their individual constitutional liberties. This gives AT&T, Verizon, and the rest a hearty signal to go on pimping for the government.
That's OK with the Obama administration? Please tell us, Mr. President.
Some of us began to see how deeply and intricately the telecoms were involved in the NSA's spying when—as part of an Electronic Frontier Foundation lawsuit—it was revealed by a former AT&T technician, Mark Klein, that he had found a secret AT&T room in which the NSA was tapping into the telecom giant's fiber-optic cables. On National Public Radio on November 7, 2007, he disclosed: "It's not just AT&T's traffic going through these cables, because these cables connected AT&T's network with other networks like Sprint, Qwest the one firm that refused to play ball with the government, Global Crossing, UUNet, etc."
What you should know is that these fruitful cables go through "a splitter" that, as Klein describes, "just copies the entire data without any selection going on. So it's a complete copy of the data stream."
Under the new FISA Amendments Act, there are no limits on where this stream of data can be disseminated. As in the past, but now with "legal" protection under the 2008 statute, your suspicious "patterns" can go to the FBI, Homeland Security, the CIA, and state and local police that are also involved in "fusion centers" with the FBI.
Consider the enormous and bottomless databases that the government—and its NSA—can have a ball with. In James Bamford's The Shadow Factory (Doubleday)—a new book that leads you as far as anyone has gone into the bowels of the NSA—he notes: "For decades, AT&T and much of the rest of the telecommunications industry have had a very secret, very cozy relationship with the NSA." In AT&T's case, he points out, "its international voice service carried more than 18 billion minutes per year, reaching 240 countries, linking 400 carriers, and offering remote access via 19,500 points of presence in 149 countries around the globe."
Voilá! Also, he notes: "Much of those communications passed through that secret AT&T room that Klein found on Folsom Street in downtown San Francisco."
There's a lot more to come that we don't know about. Yet. In The Shadow Factory, James Bamford quotes Bush's Director of National Intelligence Mike McConnell as saying that this wiretapping program was and is "only one program of many highly secret programs approved by Bush following the attacks on 9/11" (emphasis added). McConnell also said of the NSA's nonstop wiretapping: "This is the only aspect of those various activities whose existence has officially been acknowledged."
Come on, Mike. Bush acknowledged the NSA's flagrant contempt of the First and Fourth amendments only after The New York Times broke the story in December 2005. When the Times executive editor, Bill Keller, first decided to hold the explosive story for a year, General Michael Hayden—the former head of the NSA who is currently running the CIA—was relieved because he didn't want the news to get out that "most international communications pass through these telecommunications 'switching,' " Bamford reports. It would blow the cover off those corporate communicators. Now, AT&T, Verizon, et al., don't have to worry, thanks to the new law.
There are increasing calls, inside and outside of Congress, for President Obama to urge investigations by an independently bipartisan commission—akin to the 9/11 Commission—to get deeply into the many American and international laws so regally broken by Bush and his strutting team.
But there is so much still to find out about the NSA's "many highly secret programs" that a separate commission is sorely needed to probe exclusively into the past and ongoing actions of the Black Widow and other NSA lawless intrusions into our privacy and ideas.
President Obama could atone for his vote that supported the FISA Amendments Act of 2008 by appointing such a bipartisan commission composed of technology experts who are also familiar with the Constitution.
Bamford says that the insatiable NSA is "developing an artificial intelligence system designed to know what people are thinking." Here come the thought police!
